Authorizes the City of Magnolia and City of McComb to enter into a cooperative agreement for up to 35 years to establish and maintain a joint wastewater collection, transportation, treatment and disposal system.

McComb agrees to accept and treat Magnolia's wastewater at a per-gallon metered rate specified in the agreement.

Magnolia assumes maintenance responsibility for sewer lines, lift stations, and all infrastructure needed to transport wastewater from Magnolia to McComb's treatment facility south of McComb.

Magnolia assumes maintenance of water lines, lift stations and facilities in the new Pike Metro Industrial Park that lead to the McComb regional wastewater facility.

Any agreement must be adopted by joint resolution and entered into the minutes of both cities' governing authorities; the agreement does not exempt either city from Mississippi Public Service Commission regulations or certificate of public convenience and necessity requirements.
