Prohibits golf cart and low-speed vehicle operation on interstate highways, Highway 63, and Highway 613 except for crossing at the shortest distance; requires operation in outside lanes on multilane streets.

Requires golf carts and low-speed vehicles to be registered with the city and display a registration decal that remains valid for the duration of ownership.

Permits the city to establish a registration fee by ordinance, with fees retained by the municipal clerk and deposited into the municipal general fund.
