Authorizes the Board of Trustees of the Simpson County Economic Development District to convey a 250,000-gallon water tank with well and related equipment to the City of Mendenhall.

Grants the City of Mendenhall a utility easement through the Simpson County Commerce Park property extending from the well site to Bowen Road.

Requires the City of Mendenhall to pay all survey expenses, legal fees, and other costs associated with the transfer.

Voids the conveyance and reverts the tank, water system, and easement back to the district if the city fails to make the well and tank operational within 365 days or does not incorporate the system into its municipal water system within 3 years.
