Applies Mississippi's legislature to join other states in calling a Constitutional Convention under Article V for proposing amendments limited to fiscal restraints on the federal government and limiting federal power and jurisdiction.

Joins applications from 13 other states (Georgia, Florida, Alaska, Alabama, Tennessee, Indiana, Oklahoma, Louisiana, Texas, Missouri, North Dakota, Arizona, and Arkansas) and requires two-thirds of state legislatures to approve before Congress must call the convention.

Restricts Mississippi delegates to supporting only amendments on fiscal restraints and federal power limits, explicitly prohibits support for congressional term limits, and protects the Bill of Rights from any modifications.

Reserves that Congress has only ministerial duty to call the convention at a reasonable time and place, while states retain exclusive authority to name delegates and voting shall be one state, one vote.

Constitutes a continuing application until two-thirds of state legislatures apply for the same purpose or Mississippi withdraws the application.
