Expresses legislative condolences to the family of Joe Gibbon of Newton, Mississippi, who passed away on February 20, 2019, at age 83.

Recognizes Gibbon as an All-American basketball player and All-SEC baseball pitcher for Ole Miss in the mid-1950s who finished second nationally in scoring with 30.2 points per game in 1957, ahead of Wilt Chamberlain and Elgin Baylor.

Honors Gibbon's 13-season Major League Baseball career as a pitcher with the Pittsburgh Pirates, San Francisco Giants, Cincinnati Reds, and Houston Astros, including winning his rookie season as part of the 1960 World Series Champion Pirates with a 4-2 record.

Notes Gibbon's induction into the Mississippi Sports Hall of Fame in 1979 and Ole Miss Athletic Hall of Fame in 1988, and his honor as a member of the Ole Miss Men's All-Century Basketball Team in 2009.

Directs presentation of the resolution to Gibbon's surviving family members (Joe Jr., David, Jennifer, Luke, and Dan Gibbon) and the Mississippi Sports Hall of Fame.
