Establishes a "Joint Committee on the Representation of African-American Relevance in the New Capitol Building and Grounds" consisting of seven members: two African-American history experts, three state senators, three state representatives, and former Mississippi Supreme Court Justice Reuben Anderson.

Directs the joint committee to conduct public hearings and research to recommend an appropriate statue, structure, plaque, or memorial portraying African-American contributions to Mississippi's political history for placement in or on the grounds of the New Capitol Building.

Requires the memorial recommendation to include details on materials, creator selection method, and estimated costs with a 50/50 match of public and private funds; explicitly prohibits replacing or changing any existing statues or memorials.

Directs the Senate Rules Committee and House Management Committee to jointly receive the recommendation and implement it within one year subject to availability of funds.

Dissolves the joint committee upon submission of its recommendation and designates the Department of Archives and History to provide clerical and research support.
