Columbia was officially incorporated on June 25, 1819, becoming the fourth municipality in Mississippi, and served as the temporary state capital from November 1821 to 1822.

Documents Columbia's history including survival of the Civil War, Hurricane Katrina in 2005, role during the Civil Rights Movement under Sheriff John Homer Willoughby's leadership, and its connection to Mississippi's first rodeo in 1935.

Lists notable Columbia natives including NFL Hall of Famer Walter Payton (1954-1999), Governor Hugh L. White, Gil Carmichael, and other athletes, politicians, and civic leaders.

Directs the resolution be presented to Columbia Mayor Justin McKenzie, forwarded to the Mississippi Department of Archives and History, and made available to the Capitol Press Corps.
