Amends voting eligibility to suspend voting rights upon conviction for voter fraud, bribery, theft, arson, obtaining money or goods under false pretense, perjury, forgery, embezzlement, bigamy, or crimes interpreted as disenfranchising (excluding murder and rape).

Restores voting rights once a convicted person satisfies all sentencing requirements including parole, but not probation.

Requires county registrars to remove names from the Statewide Elections Management System upon conviction and restore them once sentencing requirements are completed.

Modifies voter roll maintenance procedures to track convictions that trigger voting suspensions and automatic restoration of voting eligibility upon completion of sentencing.

Effective date contingent upon Secretary of State certifying passage of a related constitutional amendment (House Concurrent Resolution __, 2020 Regular Session).
