Creates the "Land Bank Act" authorizing counties and municipalities to establish land bank authorities to acquire, manage, and dispose of vacant, abandoned, or tax-struck property for productive use and economic development.

Grants authorities broad powers including acquiring property without eminent domain, holding property with unclear title, managing and maintaining property, and disposing of property through sale or lease.

Establishes an expedited confirm and quiet title procedure allowing authorities to record notice, conduct title searches, provide notice to interested parties, and obtain court judgment vesting absolute fee simple title within 90 days.

Authorizes authorities to borrow money and issue bonds/notes (with terms up to 30 years) secured by available revenues, with optional tax pledges from creating counties or municipalities if approved by voters.

Exempts authority property, income, and operations from taxation; prohibits authorities from using eminent domain, levying taxes, or assisting casino development; requires ethics codes and conflict-of-interest disclosure policies.
