Amends Mississippi Code sections governing the Title V air operating permit program to revise the fee structure and administration of the Air Operating Permit Program Fee Trust Fund.

Requires the Commission on Environmental Quality to set annual Title V program fees by order (not regulation) in amounts sufficient to cover reasonable development and administration costs, following receipt of Advisory Council recommendations and a public hearing held at least 30 days after receiving the Advisory Council report.

Limits fund balance accumulation by requiring assessment rate adjustments if year-end fund balance exceeds 33% of projected annual costs, and prohibits fees that would result in a projected ending balance exceeding the current annual program administration cost.

Revises the Advisory Council's composition and duties to focus on recommending equitable fee schedules and conducting annual reviews to ensure sufficient fund collection, removing specific emission-based fee calculation requirements from statute.

Establishes September 1 as the annual Title V program fee due date, allows quarterly payment options, and authorizes a 10% penalty if fees remain unpaid 30 days after the due date; takes effect July 1, 2020.
