Creates the Mississippi Center for Legal Services Corporation Fund in the State Treasury, to be administered by the Mississippi Center for Legal Services Corporation and distributed to legal service centers throughout the state.

Increases the filing fee for petitions to expunge an offense from $150.00 to $152.00, effective July 1, 2020.

Allocates the $152.00 expungement filing fee as follows: $100.00 to the Judicial System Operation Fund, $40.00 to the State General Fund (district attorney expenses), $10.00 retained by circuit clerks for administration, and $2.00 to the new Mississippi Center for Legal Services Corporation Fund.

Allows the fund to accept monies from any public or private source, with fund balances and earned interest carried forward at fiscal year-end rather than lapsing to the State General Fund.
