Authorizes issuance of state general obligation bonds not to exceed $2,832,000 to assist Noxubee County, Mississippi with construction, furnishing, and equipping of a county emergency operations center.

Creates the "2020 Noxubee County Emergency Operations Center Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs under direction of the Department of Finance and Administration.

Bonds may be issued at any time or from time to time by the State Bond Commission until July 1, 2024, with maturity not to exceed 25 years from date of issue.

Upon project completion, abandonment, or inability to complete in timely fashion, any remaining fund balance shall be applied to pay debt service on the bonds.

Bonds are general obligations of the State of Mississippi backed by full faith and credit of the state; bonds and income therefrom are exempt from all state taxation.
