Removes the 90-day exemption period that previously allowed appraisal management companies to remove appraisers from their panels without following procedural requirements.

Requires appraisal management companies to provide written notice to appraisers being removed, including the specific reasons for removal if based on illegal conduct, USPAP violations, or state licensing standard violations.

Requires appraisal management companies to provide appraisers an opportunity to respond to removal notifications before the removal becomes effective.

Allows appraisers removed for illegal conduct, USPAP violations, or licensing standard violations to file complaints with the state board for review, with the board required to adjudicate complaints within 180 days.

Authorizes the board to overturn improper removals and make recommendations for action if it determines the appraisal management company acted improperly or the appraiser did not commit a violation.
