Changes the eligibility requirement for bridges under the Local System Bridge Replacement and Rehabilitation Program from a sufficiency rating of 50 or less to bridges with a condition rating of "fair or less" for deck, superstructure, or substructure as determined by National Bridge Inspection Standards.

Revises the allocation formula for funds deposited after the effective date: counties receive 50% based on the proportion of local system bridges in the county and 50% based on the proportion of total deck area square footage of local system bridges, replacing the prior formula based on deficient bridges and road miles.

Requires counties and municipalities to perform National Bridge Inspection Standards (NBIS) compliant inspections and maintain bridges replaced or repaired under the program.

Allows counties with all deficient bridges under contract or already replaced to expend remaining funds on drainage structures, the Local System Road Program, federal matching funds, or preservation and maintenance of deficient local system bridges.

Effective date: July 1, 2020.
