Amends Section 37-103-25 of the Mississippi Code to waive out-of-state tuition fees for nonresident children of Mississippi emergency service personnel or first responders employed by a political subdivision who are killed in the line of duty.

Allows nonresident students meeting this criteria to pay in-state tuition rates at state-supported institutions of higher learning, community colleges, and junior colleges.

Effective date is July 1, 2020.
