Revises the definition of "tourism project" to include full service hotels in counties with the Saenger Theater and a main state university campus, and in the downtown historic district of the city with the NWCC Performing Arts Center, with reduced minimum investment per guest room from $200,000 to $150,000.

Extends the deadline for the Mississippi Development Authority to issue certificates designating approved participants in the Tourism Project Sales Tax Incentive Program from July 1, 2020, to July 1, 2023, for all tourism projects except cultural retail attractions (which expired July 1, 2014).

Requires approved project costs to be verified by independent third parties approved by the MDA, with costs paid by the approved participant, and prohibits increases to approved project costs regardless of actual costs incurred.

Maintains existing requirements for tourism projects including minimum private investments ranging from $10 million for theme parks and golf courses to $40 million for standard hotels and $100 million for resort developments.

Effective July 1, 2020.
