Brings forward Section 37-29-65 of the Mississippi Code of 1972 regarding junior and community college district board of trustees composition and appointment procedures.

Establishes trustee composition for specific community college districts: East Mississippi Community College District (12 members), Coahoma Community College District (9 members), and other districts with five trustees per county.

Requires county boards of supervisors to appoint trustees who are qualified electors of good moral character with education, experience, and demonstrated interest in public education.

Authorizes trustees to receive per diem compensation as provided in Section 25-3-69 and mileage reimbursement for up to 15 board meetings per fiscal year.

Takes effect July 1, 2020, and stands repealed June 30, 2020.
