Mississippi Community College Board shall establish and administer a 21st Century Employment Grant Program to expand partnerships between community/junior colleges and workforce development organizations, subject to appropriation.

Grant applicants must establish collaborative regional partnerships with workforce development organizations, manufacturers, healthcare providers, and technology businesses, and submit plans meeting specific criteria including defined student goals, professional skills curriculum (communication, teamwork, leadership, problem-solving, etc.), budgets, enrollment projections, and private-business contribution requirements not exceeding 40% of total project cost.

Community or junior colleges receiving grants must offer no fewer than six industry-recognized certificates and demonstrate formal articulation agreements with industry sector employers to receive priority consideration.

Mississippi Community College Board shall establish an advisory board consisting of representatives from the Mississippi Economic Council, state education and employment agencies, legislature, manufacturing organizations, unions, business groups, hospitals, and educational institutions to review grant recipient progress including employment rates, internship/apprenticeship completion, and provide recommendations for certificate programs.

Act takes effect July 1, 2020.
