Brings forward sections 63-17-51 through 63-17-119 of the Mississippi Code of 1972, known as the "Mississippi Motor Vehicle Commission Law," for purposes of possible amendment.

Establishes the eight-member Mississippi Motor Vehicle Commission with members appointed by the Governor, Attorney General, and Secretary of State to regulate motor vehicle manufacturers, distributors, dealers, and salesmen in the state.

Prohibits unlicensed persons from operating as motor vehicle dealers, salesmen, or manufacturers; requires various licenses with specified fees ranging from $10 to $400 depending on the license type.

Imposes restrictions on manufacturers and distributors including prohibitions on coercing dealers, refusing reasonable delivery, unfairly terminating franchises without due cause, and discriminating in pricing and terms.

Requires manufacturers to compensate dealers upon franchise termination for inventory, parts, facility improvements, equipment, signs, and franchise value; effective July 1, 2020.
