Adds definitions for "electronic mail," "late fee," and "sale" to self-storage lien regulations, and allows notices to be sent by electronic mail or verified mail instead of only certified mail.

Permits reasonable monthly late fees of no more than $20 or 20% of monthly rent (whichever is greater) and allows occupants to elect to receive notices by electronic mail only.

Modifies sale advertisement requirements to allow "commercially reasonable" methods likely to attract at least three independent bidders, replacing the requirement for newspaper publication.

Allows owners to tow vehicles, watercraft, or trailers after 60 days of unpaid rent, with at least 10 days' notice to the occupant, without releasing the owner's lien.

Requires unclaimed proceeds from lien sales held for one year to be paid to the State Treasurer in accordance with the Uniform Disposition of Unclaimed Property Act.
