Requires community schools to employ a full-time community school director responsible for coordinating student supports, enrichment programs, family engagement, and continuous improvement efforts.

Specifies that low-performing schools or districts transitioning to the community school model receive a three-year transition period before becoming eligible for state takeover.

Allows districts of innovation to request approval for flexible practices including alternative employment contracts, extended school days, online classes, flexible calendars, and authority for community schools to accept gifts and grants from public and private sources.
