Authorizes issuance of state general obligation bonds not to exceed $30,000 to fund acquisition and installation of outdoor emergency warning systems and related equipment at Wheeler Attendance Center in Prentiss County, Mississippi.

Creates the "2020 Wheeler Attendance Center Outdoor Emergency Warning Systems Fund" as a special fund in the State Treasury to receive bond proceeds and disburse funds for the project.

Bonds may mature up to 25 years from date of issue with interest rates not exceeding limits set in Mississippi Code Section 75-17-101, and all bonds issued must be validated in Chancery Court of the First Judicial District of Hinds County.

State Bond Commission acts as issuing agent with authority to prescribe bond form, determine sale method, advertise for bids, and issue/sell bonds; proceeds from sale shall be transferred to the special fund.

No bonds may be issued after July 1, 2024; full faith and credit of the State of Mississippi is pledged for bond repayment, with bond income exempt from state taxation.
