Establishes annual caps on forgivable loans under the Teacher Education Alternate Route Certification Scholars Program, beginning with 200 eligible scholars in the 2020-2021 academic year.

Increases program capacity by 200 additional scholars each year for four years, reaching a maximum of 1,000 eligible scholars by the 2024-2025 academic year.

Maintains the maximum annual forgivable loan at $5,000 for scholars in approved alternate route certification programs including Mississippi Alternate Path to Quality Teachers, Teach Mississippi Institute, Career Tech Education, and Masters of Arts in Teaching.

Requires scholars to hold a bachelor's degree, maintain a minimum 3.0 GPA, and meet Mississippi educator certification exam requirements.

Obligates loan recipients to serve one year as a teacher in Mississippi public schools for each year of funding received.
