Amends Section 21-3-5 to allow governing authorities of code-charter municipalities to delegate authority to fire, demote, discipline, and suspend municipal employees to the mayor, department heads, or chief administrative officer by ordinance requiring a two-thirds vote.

Requires that any delegation of personnel duties must occur at least 90 days before a regular general municipal election and expires at the end of the term of the governing authorities that adopted the ordinance.

Preserves the board of aldermen's right to review any personnel decisions made after delegation of duties.

Brings forward Sections 21-3-15 and 21-3-25 regarding the mayor's executive powers and the chief administrative officer position for possible amendment.

Effective date is July 1, 2020.
