Creates the Small Business Employee Benefit Task Force to review and evaluate providing insurance to employed Mississippi residents living below the federal poverty level.

Task force shall assess effects of such insurance on health care availability, affordability, and hospital uncompensated care costs.

Task force composed of 10 members including 2 House members, 2 Senate members, and representatives from Medicaid, State Health Department, Employment Security, University of Mississippi, Mississippi Hospital Association, and Mississippi State Medical Association.

Task force must submit findings, recommendations, and any proposed legislation to the Legislature by December 1, 2020.

Non-legislative members receive per diem and reimbursement for mileage and expenses; legislative members paid from contingent expense funds when Legislature not in session.
