Authorizes the State Personnel Board to exempt special assistant and assistant attorneys general from the salary cap that normally prevents state employees from earning more than the executive head of their agency.

Exemption applies when acquiring such professional services would be precluded based on prevailing wages in the relevant labor market.

Amends Section 7-5-5 to clarify that compensation of assistant attorneys general may be fixed by the Attorney General, subject to the exemption provisions in Section 25-3-39.

Maintains existing exemptions for physicians, actuaries, and other professional employees while adding attorneys general to the list of positions eligible for salary cap exemptions.
