Prohibits commitment of children under age 10 to state training school and restricts children under age 12 to training school commitment only if adjudicated delinquent for a crime of violence as defined in Section 97-3-2.

Prohibits holding children under age 12 in secure detention as a disposition unless adjudicated delinquent for a crime of violence as defined in Section 97-3-2.

Maintains existing disposition alternatives for youth court judges including probation, treatment orders, community service, house arrest, detention centers (limited to 90 days), and placement with Division of Youth Services.

Requires Oakley Youth Development Center and state training schools to use evidence-based practices, gender-specific programming, and individualized treatment plans for committed youth.

Effective July 1, 2020.
