Requires local school boards to designate a period of reflection at the opening of each school day in which students may voluntarily participate in nonsectarian, nonproselytizing prayer in silence or audible communication.

Permits teachers and school administrators to allow voluntary student participation in prayer, with no authority to prescribe the form or content of any prayer.

Allows invocations, benedictions, and nonsectarian, nonproselytizing student-initiated voluntary prayer at school assemblies, sporting events, graduation ceremonies, and other school-related student events.

Clarifies that exercise of prayer rights on school property shall not be construed as establishment or promotion of religion or as state endorsement of any religious belief.

Takes effect July 1, 2020.
