Brings forward Mississippi Code sections 19-5-301 through 19-5-317, 19-5-331 through 19-5-343, 19-5-351 through 19-5-361, 19-5-371, and 33-15-14 relating to emergency communications districts, E911 services, the Commercial Mobile Radio Service (CMRS) Board, and emergency management.

Establishes the CMRS Board with eight members appointed by the Governor to collect and distribute a $1.00 monthly service charge per wireless connection for Enhanced 911 services, with 30% going to the CMRS Fund and 70% distributed to emergency communications districts.

Requires all public safety telecommunicators to complete minimum training standards including at least two hours on human trafficking and commercial sexual exploitation awareness, with a five cent per month service charge on subscriber lines to fund training.

Imposes a $1.00 per transaction charge on prepaid wireless E911 services collected by sellers and remitted to the Department of Revenue, with administrative provisions and liability protections for service providers.

Specifies that several code sections stand repealed effective July 1, 2021, and the act takes effect July 1, 2020.
