Prohibits corporal punishment in all public and charter schools as a disciplinary measure, effective July 1, 2020.

Makes school employees (teachers, assistant teachers, principals, assistant principals) liable for civil damages resulting from corporal punishment violations.

Allows liability exceptions only if a court determines the employee acted in bad faith, with malicious purpose, or with wanton and willful disregard for human rights or safety.

Defines "corporal punishment" as the reasonable use of physical force or contact to maintain discipline, enforce school rules, or protect students from disruptive behavior.
