Transfers authority to define the practice of optometry from statutory language to the State Board of Optometry, effective July 1, 2020.

Prohibits the State Board of Optometry from including 13 categories of ophthalmic surgery procedures in its definition of optometry practice, including LASIK, corneal transplants, vitreous incisions, and procedures requiring general anesthesia; allows only preoperative and postoperative care for these procedures.

Requires the State Board of Optometry to determine appropriate training hours for any new optometry procedures offered in Mississippi.

Makes minor nonsubstantive changes to sections 73-19-11 and 73-19-23, including correcting "moneys" to "monies" and updating dollar amounts to reflect current currency formatting.

Brings forward existing optometry licensure and regulation statutes (sections 73-19-3 through 73-19-111 and 73-19-151 through 73-19-165) for possible amendment without substantive changes to current law.
