Legalizes medical marijuana use in Mississippi for qualifying patients with physician certification, establishing a registry identification card system administered by the State Department of Health.

Creates a Medical Marijuana Commission to license and regulate dispensaries (20-40 licenses) and cultivation facilities (4-8 licenses), with the Alcoholic Beverage Control Division handling operational oversight.

Protects qualifying patients and designated caregivers from criminal prosecution and employment/housing discrimination when possessing up to 2.5 ounces of usable marijuana in compliance with the act.

Establishes qualifying medical conditions including cancer, glaucoma, HIV/AIDS, PTSD, chronic pain, severe arthritis, and others; allows the Department of Health to add conditions if patients would derive therapeutic benefit.

Directs sales tax revenue from marijuana sales to be distributed: 5% to the Department of Health, 4% to the Alcoholic Beverage Control Division, and 1% to the Medical Marijuana Commission for program administration.
