Prohibits state agencies from adopting rules, regulations, or entering into contracts that restrict possession, carrying, transportation, sale, transfer, or ownership of firearms, ammunition, or their components.

Prevents state agencies and employees from participating in firearm buyback or surrender programs where individuals receive compensation in exchange for turning over firearms.

Allows citizens and concealed carry permit holders to sue in circuit court for declarative and injunctive relief if a state agency violates these restrictions, with potential damages up to $1,000 plus attorney's fees and costs.

Exempts law enforcement regulations for official duties, wildlife and fisheries regulations on hunting methods and shooting ranges, and institutions listed in Mississippi Constitution Article VIII, Section 213-A that comply with applicable laws.

Effective July 1, 2020.
