Establishes the Mississippi Educational Talent Recruitment Act to provide a rebate program for recent college graduates employed in qualifying jobs within Mississippi for a five-year period.

Eligible participants must be residents of Mississippi who graduated with a baccalaureate or post-graduate degree within two years (or completed medical/professional residency within one year) prior to applying, and must remain employed in Mississippi during the five-year participation period.

Provides a rebate equal to 50% of state income tax liability for the five-year period; increases to 100% if the individual also purchases property, establishes a business with employees, or works as a licensed teacher in Mississippi.

Amends Mississippi Code Section 27-7-15 to exclude rebates received under this program from gross income for state income tax purposes.

Takes effect January 1, 2020; requires Mississippi colleges and universities to inform students about program availability.
