Establishes the "Peer-to-Peer Vehicle Sharing Program Act" to regulate peer-to-peer vehicle sharing platforms in Mississippi, defining key terms including peer-to-peer vehicles (personal motor vehicles available for 30 days or less), vehicle owners, drivers, and sharing programs.

Requires peer-to-peer vehicle sharing programs to maintain liability insurance of at least the minimum amounts in Section 63-15-3(j) for bodily injury, property damage, and uninsured/underinsured motorist coverage during each sharing period.

Permits insurers to exclude coverage for vehicles used through peer-to-peer sharing programs and allows insurers who cover excluded claims to seek contribution from the sharing program.

Subjects peer-to-peer vehicle sharing programs to 6% short-term rental tax under Section 27-65-231 and 7% sales tax under Section 27-65-23; includes programs in the definition of "retailer" for sales tax purposes.

Requires sharing programs to verify vehicles have no outstanding safety recalls, notify owners of recall requirements, and maintain detailed records of sharing periods, fees, and revenues for at least three years; exempts programs and vehicle owners from vicarious liability.
