Increases Mississippi public school teacher salaries for the 2020-2021 school year so the average salary equals the Southeastern average as determined by the Southern Regional Education Board (SREB).

Requires the State Board of Education to publish an annual report before January 1 recommending salary schedule adjustments to maintain Mississippi's average teacher salary at the Southeastern average level.

Requires the Legislature to adopt recommended salary adjustments and appropriate sufficient funding each year to keep Mississippi's average teacher salary equal to the Southeastern average.

Establishes new 2020-2021 minimum salary schedule for teachers with licenses AAAA, AAA, AA, and A, with salaries ranging from $40,000 to $72,980 depending on license level and years of experience.

Repeals the teacher salary schedule statute effective July 1, 2021, transitioning to a new system based on maintaining parity with the Southeastern average.
