Terminates membership in the Public Employees' Retirement System (PERS) for members convicted of or pleading guilty/nolo contendere to a felony related to their state employment committed on or after July 1, 2020.

Requires refund of accumulated contributions without interest to terminated members within 90 days of conviction notification.

Allows members charged with such crimes to continue receiving retirement allowances after retiring until conviction is final (after all appeals conclude or appeal deadline expires), at which point payments stop.

Permits members terminated from PERS due to conviction to continue participating in the State and School Employees Life and Health Insurance Plan under the same conditions as retired employees.

Takes effect July 1, 2020.
