Amends Section 3-3-16 of the Mississippi Code to replace the state flag design adopted in the 1894 Special Session with a new design effective July 1, 2020.

New flag features a circle in the center with diameter two-thirds the width of the flag, containing a white magnolia flower with six outer petals, three inner petals, a gold pistil, and six green leaves.

Circle design includes an outer white ring and an inner ring in old glory blue, with twenty gold five-pointed stars on the inner ring representing the twenty states that existed when Mississippi was admitted to the Union.

Three horizontal bars of equal width comprise the field of the flag in old glory blue (top), white (center), and old glory red (bottom).
