Amends Mississippi's participation in the Compact for a Balanced Budget to change delegate representation from one delegate (the Governor) to three delegates consisting of the Governor, Speaker of the House, and President of the Senate, with majority vote of the delegation deciding issues.

Extends the sunset provision of the Compact from seven years after the first state enacts it to April 12, 2031, at which point the Compact terminates if the Balanced Budget Amendment has not been ratified by then.

The Compact applies for Congress to call a convention limited to proposing a Balanced Budget Amendment requiring federal budget outlays not exceed receipts unless financed by authorized debt.

Establishes that the convention may only occur after at least 38 states become party members, and prohibits delegates from proposing or considering any amendments other than the Balanced Budget Amendment.

Takes effect July 1, 2020.
