Exempts the Department of Corrections and its Commissioner from State Personnel Board rules, regulations, and procedures for personnel actions through July 1, 2022, to allow flexibility for departmental realignment.

Classifies all Department of Corrections employees as nonstate service during the exemption period, allowing the Commissioner to make personnel decisions without standard state personnel protections.

Requires any employees hired after July 1, 2020, by the Department of Corrections to meet State Personnel Board criteria as currently established.

Mandates the Commissioner of Corrections to consult with the Office of the Attorney General before taking personnel actions authorized by this exemption to ensure compliance with state and federal law.

Effective July 1, 2020.
