Commissioner of Public Safety must develop and implement a digitized driver's license, driving permit, and identification card format as an optional alternative to physical cards by January 1, 2021.

Digitized format must be a downloadable data file accessible through a mobile application with internet connectivity that displays all information visible on physical cards plus current license/permit status (valid, expired, suspended, cancelled, disqualified, hardship, or interlock hardship).

Digital copies or photographs of licenses/permits obtained outside the official application do not qualify as valid digitized credentials under this requirement.

Digitized licenses and identification cards are valid for all purposes in Mississippi, including traffic stops and checkpoints, but displaying them does not authorize law enforcement to search or access other data on the mobile device.

Fee for the digitized application installation cannot exceed $6.00; law enforcement must promptly return mobile devices to individuals after verifying identity and license status.
