Creates a 13-member Mississippi Millennials Commission appointed by the Governor, Lieutenant Governor, Speaker of the House, Attorney General, and Chair of the Millennial Caucus, with members serving four-year terms limited to two consecutive terms.

Requires commission members to be millennials with proven records of retaining millennial talent in Mississippi and representing the state's ethnic, geographic, socioeconomic, and cultural diversity.

Authorizes the commission to conduct research, advise legislative and executive branches, publish reports, assess state agency programs affecting millennials, hold hearings, and apply for public and private funds.

Requires the commission to study millennial educational retention, employment opportunities, financial security, college debt impacts, and other conditions affecting millennials in Mississippi.

Establishes an interagency council of state agencies to report annually to the commission on the status of millennials and agency actions to improve retention, with full council meetings limited to once per fiscal year.
