Reenacts sections 37-181-1 through 37-181-21 of the Mississippi Code establishing "The Equal Opportunity for Students with Special Needs Act," an Education Scholarship Account (ESA) program for eligible students with disabilities.

Extends the repealer date of the ESA program from July 1, 2020 to July 1, 2025 by creating new codified section 37-181-23.

Repeals Section 12 of Chapter 441, Laws of 2015, which contained the original repealer provision for the program sections.

ESA program limits enrollment to 500 students per year with initial funding of $6,500 per student for school year 2015-2016, adjusted annually based on base student cost changes.

Permits ESA funds to be used for tuition at eligible schools, tutoring, curriculum, online learning, educational therapies, postsecondary institution costs, and other specified education-related services and materials for qualifying students.
