Directs the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) to review TANF and SNAP programs and report findings to the Legislature by December 31, 2020, including assessment of eligibility verification systems and recommendations to prevent fraud and enhance program integrity.

Reduces TANF benefit time limit from sixty (60) months to twenty-four (24) months for adults, with exceptions for individuals who were not household heads as minors, foster parents, unrelated adults, or nonparent relatives in child-only cases.

Creates Section 43-12-73 requiring the Department of Human Services to assign certain SNAP recipients to employment and training programs as a condition of participation.

Allows PEER to employ consultants and apply for grants or federal funds to conduct the program review.

Becomes effective July 1, 2020.
