Establishes a pilot program administered by the Department of Public Safety to provide grants to the cities of Ruleville and Tutwiler and the towns of Lambert, Shaw, and Webb in Mississippi for acquiring and installing security cameras and surveillance equipment.

Creates the "Small Municipalities Security Cameras and Equipment Pilot Program Fund" in the state treasury to hold funds for the grant program, with unexpended amounts carried forward annually and investment earnings deposited to the fund.

Limits grant funding to a maximum of $50,000 per municipality, with applications submitted to the Department of Public Safety including project descriptions, costs, and grant amounts requested.

Authorizes the issuance of $250,000 in state general obligation bonds to fund the pilot program, with bonds maturing no later than 25 years from issuance and no bonds issued after July 1, 2024.

Takes effect July 1, 2020.
