Directs the Mississippi Blues Commission to designate a site in Brookhaven, Mississippi and provide funding to purchase, erect, and maintain a "Mississippi Blues Trail" marker honoring the late Virgil Ray Brawley, Jr.

Requires the Mississippi Blues Commission to add the Lynyrd Skynyrd Monument located on Easley Road in Amite County, Mississippi to the Mississippi Blues Trail.

Specifies that all costs associated with adding the Lynyrd Skynyrd Monument to the trail must be paid from private funding sources.

Effective July 1, 2020.
