Transfers all functions, assets, and legal references of the Mississippi Blues Commission to the Mississippi Development Authority effective July 1, 2020.

Creates a Mississippi Blues Advisory Commission composed of representatives from state agencies, universities, cultural institutions, legislators, and gubernatorial appointees to advise the Mississippi Development Authority on blues-related matters.

Authorizes the Mississippi Development Authority to accept grants and donations, study blues marketing and tourism opportunities, establish a statewide "Blues Trail" infrastructure, preserve blues historical sites, and assist blues musicians in need.

Designates the Mississippi Development Authority to oversee blues historical preservation, coordinate with relevant state institutions and cultural organizations, and manage funds in a special state treasury account for blues-related activities.

Removes reporting requirements and operational procedures previously mandated for the independent Mississippi Blues Commission.
