Prohibits performing, inducing, or attempting to perform an abortion based on the race, sex, or genetic abnormality of the unborn human being, except in medical emergencies where the mother's life or major bodily functions are endangered.

Requires physicians performing abortions to confirm and document in the patient's chart and a report to the State Department of Health that the abortion is not being sought because of race, sex, or genetic abnormality.

Establishes felony criminal penalties of 1 to 10 years imprisonment for intentionally or knowingly violating the abortion prohibitions, but exempts the pregnant woman from prosecution.

Authorizes the Mississippi State Board of Medical Licensure to suspend or revoke a physician's license for violations and imposes civil fines up to $500 for knowingly filing false reports.

Gives the Attorney General and State Board of Medical Licensure enforcement authority; includes severability provisions to preserve the law if parts are found invalid by courts.
