Establishes a Community Schools Planning and Implementation Grant Fund in the State Treasury to provide financial assistance to eligible public elementary and secondary schools for community school programs and services.

Defines "community school" as a public school providing: integrated student supports (medical, dental, mental health services); expanded learning time (before/afterschool, summer programs); active family and community engagement; and collaborative leadership structures.

Eligible schools must implement a community school director, leadership teams, at least two integrated student supports, expanded learning opportunities, and at least two family/community engagement strategies as conditions of receiving grant funds.

Provides maximum grants of $75,000 for one-year planning grants, up to $250,000 annually for three-year implementation grants, and up to $50,000 annually for three-year sustainability grants for schools demonstrating success.

Funding is contingent on legislative appropriations, with proportional reductions to all participating schools if insufficient funds are available to serve all eligible applicants; effective July 1, 2020.
