Defines "single-use plastic straw" as a disposable tube made predominantly of plastic (petroleum or biologically-based) used to transfer beverages, excluding straws made from paper, pasta, sugar cane, wood, or bamboo

Defines "food establishment" as any business in Mississippi that sells or serves food directly to consumers, including restaurants, cafes, bars, grocery stores, and catering operations

Prohibits food establishments from providing single-use plastic straws to consumers unless the consumer specifically requests one

First and second violations result in a notice of violation issued by the State Department of Health; subsequent violations incur civil fines of $25 per day, capped at $300 annually

Effective date is July 1, 2020
